The files you receive are the same regardless of license type.
The developer license refers to situations similar to this: buying a photo gallery and include it in a more complex full-site template. Or buy a preloader and include it in a photo gallery or a site template. It is not allowed to buy for example preloaders and sell them in a pack of preloaders.
